No doubt Hilton Holloway has clinically deconstructed Ken's latest, feckless attempt to reduce CO{sub}2 emissions on the King's Road by 0.13 per cent (p18), and I have nothing to add on that subject. Actually, silly pieces of legislation like this can be rather good sport. Reading the list of penalised vehicles - anything over 3.0 litres or producing over 225g/km, registered after 1 March 2001 - gets you wondering what might be the most satisfying way of driving through Central Kenshire with an ￡8 penalty instead of a ￡25 one.
