Governments across the western Balkans are cautiously pushing for energy market liberalisation, but remain wary of the political difficulties that would stem from increasing gas and power prices. Prime ministers and ministers from Croatia, Serbia, Bosnia-Herzegovina, Macedonia, Montenegro, Albania and Kosovo were at a European Bank for Reconstruction and Development investment conference in London this week. Energy prices in the region are often below the cost of supply or generation, which reduces incentives to invest in generation capacity and encourages the inefficient use of energy.
