In 1972, when I first came to ASTM, inclusion was very much on everybody's mind. It was believed that anyone "interested in or affected by" the outcome of a standard should be part of its development. Back then, active participation meant that technical experts had to be physically present at technical committee meetings, but there were people, like those in consumer groups and small businesses, who couldn't afford the travel expenses. For them, meetings in cities like San Francisco and Chicago might as well have been held in Timbuktu.
