Towards the end of the last millennium Hong Kong found herself at a crossroads. Manufacturing had largely moved north, the economic base was becoming dangerously narrow, and other economies in the region were becoming more competitive. What directionshould Hong Kong take to sustain the society's progress? After considerable soul-searching aided by blue ribbon panel studies, the government decided to strengthen support for innovation and technology, with the aim of developing Hong Kong into a knowledge-driven and technology-intensive economy. As a consequence, the Hong Kong Science and Technology Parks Corporation (HKSTPC) was established.
