IN THE LAST ROLL CALL vote of the 109th Congress,the Senate approved a tax bill that includes legislation opening a substantial part of the Gulf of Mexico to oil and natural gas drilling.The legislation,attached to an extension of several popular tax relief programs,was approved by 79-9 vote.The House had earlier passed the bill by a 367-45 margin.
