During the days of the Soviet Union, Soviet leaders endeavored with varying degrees of success to mobilize their people by means of ideological stimulants. It did not take long for the limits of such stimulants to appear, which led Moscow to add a dose of material incentives as well. Several decades later, however, in other countries and under other regimes, the use of ideological mobilization is still one of the levers of power, even though its effectiveness remains very questionable.
