With the approaching first anniversary of the devastating storms of 2005, the infrastructure damage from Katrina and Rita will be highlighted again after having faded from public memory. The recognition that New Orleans' levee system was vulnerable to what was at the time a diminishing Class III hurricane brought calls for public enquiries into two decades of budget decisions. Administrations from both parties failed to fund the Corps of Engineers sufficiently, mismanagement among local officials and continued reliance on the city's luck were among the reasons for the collapse of the Big Easy.
