Western state legislatures tackle GHG issues

A Republican in the Arizona House of Representatives has floated a bill that would withdraw and prohibit the state's participation in the Western Climate Initiative (WCI). The climate partnership between seven states and four provinces has set a goal of reducing greenhouse gas emissions by 15pc from 2005 levels by 2020. Passage of the bill in Arizona would mark the first withdrawal of a state signed into the regional carbon cap-and-trade program.
