Hot on the heels of landmark energy reforms signed into law by President Enrique Pena Nieto, Mexico's energy ministry has unveiled details on the opportunities on offer for foreign and private participation, as well as the role of Pemex under the new upstream regime. Round Zero is an allocation of Mexico's oil and gas resources to national oil company (NOC) Pemex under the new regulatory regime, which ended the NOC's monopoly of the country's hy- drocarbon sector. The frm will be given: 83% of Mexico's proven and probable (2P) reserves. It gives Pemex 12.45bn barrels of oil equivalent (boe) in proven (1P) reserves alone.
