DEVELOPMENT OF A SCALE TO MEASURE THE PERFORMANCE OF GRAM SABHA IN IMPLEMENTATION OF RURAL DEVELOPMENTPROGRAMMES

The study aims to develop a scale to measure the "performance of Grama sabha in implementation of rural development programmes". Based on the review of literature and consultation with the scientists/specialists engaged in the field, 51 statements were enlisted under four broad dimensions namely powers of Grama sabha, meetings of Grama sabha, duties of Grama sabha and functions of Grama sabha. The Likert's summated rating scale was followed in the construction of scale. The relevancy rating was obtained from 54 judges in the concerned area. All the statements with the relevancy coefficient of 0.70 and mean relevancy score of 2.11 and above were selected. Out of 51 statements 42 were qualified for subjecting to item analysis. The ratings for each 42statements were subjected to't' test The calculated f' was found to be greater than table't' in 40 statements. Thus, the final format of the scale consisted of 4 components and 40 statements to measure the performance of Grama sabha in implementation ofrural development programmes. Since, the components of performance of Grama sabha were identified through review of relevant literature and discussion with experts in the concerned field, the content validity was very much ensured. The construct validityof the scale was established by correlation of the component scores with the total scor, of the test The reliability of the scale was tested by employing split-half method. The researchers of social sciences will find the scale useful for studying the "performance of Grama sabha in implementation of rural development programmes".
