Heads of government at the European Union (EU) have prepared their negotiating position for the COP21 Paris climate talks by endorsing a binding EU target of reducing greenhouse gas emissions by at least 40% by 2030 compared to 1990 levels, reports Keith Nuthall. Meeting in Brussels on 24 October, the European Council (EC) -the EU's top decision-making body - agreed that this target 'will be delivered collectively by the EU in the most cost-effective manner possible'. In an agreed communique, the EC agreed that combined reductions in sectors participating in and remaining outside the EU emissions trading system (ETS) should be 43% and 30% by 2030 compared to 2005, respectively. It added that all member states should 'participate in this effort, balancing considerations of fairness and solidarity'.
