The use of ICT (Information and Communication Technology) now days become familiar for both teachers and students in learning process. Many research found that the use of ICT in the learning process make the learning process more understandable for students. One of the ICT tools useto help the student become an active learner is LMS (Learning Management System). However, many college students do not optimize the use of LMS in their learning process, to make them become active learners, both in class or in social life. Studies shows, the research much conduct how farteacher applied ICT in their teaching method. This study tries to focus on how students become active learner by applying LMS more frequently in their learning process. This research try to know how far their knowledge about ICT in learning process, moreover, this paper also find the proficiencyon the use of ICT tool in class and how often the student use ICT in learning process. The constructivism theory also helps student toward the use of ICT, in this theory the student construct the ideas or concepts based on current knowledge, and ICT is the required knowledge that helps studentsbecome active learner. A survey has been conducted to collect the data. The study using a revised expectancy value theory called the Technology Implementation Questionnaire (TIQ). This Questionnaire has distributed to 22 college student in five universities in South Jakarta. The findings revealthat mostly graduated students do not have any experience in using one of any LMS software in ICT that can help them to understand a subject easier in the learning process. Overall, most students have good proficiency in using ICT tools and the use of ICT in learning process, although theiruniversities still do not provide an LMS that can make student more active in the learning process. The respondents will try to optimize the use of ICT in their learning process to become active learner and get the knowledge from all over the world by the help of ICT.
