Partisan gridlock has become the norm these days with one notable exception: the bipartisan Toxic Substances Control Act (TSCA) reform bill, arguably among the most comprehensive attempts at chemical regulation reform in decades. The Chemical Safety Improvement Act (S.1009) (CSIA) currently has a quarter of the Senate supporting it, with 25 co-sponsors almost evenly split between Republicans and Democrats. Since its introduction, the CSIA has had good momentum. The Society of Chemical Manufacturers and Affiliates (Socma) and other industry groups endorsed the bill; some NGOs have expressed support, calling it a “policy and political breakthrough”; members of Congress continue to sign on; and newspapers like the New York Times, Washington Post and Chicago Tribune have praised the bill.
