Edinburgh-China successfully offered 4.18-bil in cash to secure Kazakhstan's fourth-largest oil producer,PetroKazakhstan,thereby ensuring the bulk of oil produced in the country's central oilfields at Kumkol will head east,not west.Chinese state-held CNPC International won out over an Indian consortium to purchase the Canadian-registered PetroKazakhstan,although Indian accounts said the consortium of Oil and Natural Gas Corp and Indian steel billionaire Lakshmi Mittal initially had outbid the Chinese,only for CNPC International to be asked to rebid.
