Disclosed is a channel connecting method of an unmanned aerial vehicle (UAV) control and non-payload communication (CNPC) system. The present invention provides an operating method which sets a frequency assigned by a frequency control office and allows a UAV station to connect to a ground station. According to an embodiment of the present invention, the channel connecting method comprises the following steps of: setting an uplink frequency and a downlink frequency to the ground station and the UAV station; and allowing the ground station and the UAV station to perform an initial connection by using the uplink frequency or the downlink frequency.
