Review process likely to delay WA railport.

Tesoro CEO Greg Goff has said that its planned terminal in Washington state could be further delayed by a government review. Along with its partner Savage Services, said Mr., Goff, the company is doing "everything possible to keep it moving forward, but at the end of the day we're somewhat at the mercy of how that council progresses." Tesoro has already pushed back its startup expectations, from late-2014 to mid-2015. Now, Mr. Goff says that "something could happen in the first part of 2016." The $190MM terminal will unload some 360K b/d of crude from railcars and load it onto barges at the Port of Vancouver (in Washington state—not the better-known Vancouver in British Columbia) for transport to refineries along the US West Coast.
