The World Report by Samuel Loewenberg (Sept 11, p 861)1 is timely and crucial, and I hope it will serve to stir up a debate on the equitable allocation of aid across health interventions in Ethiopia and other developing countries. Sadly, the health system of the country has been affected by its political history. The changing relationship of the government with its donors has deprived the government of its essential role of guiding donor aid in the best interest of its people. The one major reason why the HIV/AIDS funding is not being directly funnelled via the government is partly affected by political events around the 2005 general election.
