Russia clarifies rules on Baltic access

Moscow—Russia’s president Vladimir Putin has signed a law allowing survey and drilling offshore the Baltic Sea to those independent companies that had access to the blocks before a Russian law restricted it to state companies, the Kremlin said Monday. The current law specifies the previous 2008 legislation “on foreign investment into entities of strategic importance for the country’s defense and state security,” which restricted offshore access to state companies with a five-year experience in offshore work.
