俄罗斯帝国的边疆治理--以20世纪初俄罗斯帝国波罗的海边区为例

In the early 20th century,German nobles had ruled the Baltic region with their privileges,which hindered the integration and the modern nation-state building of Russian Empire.Therefore,the Russian government had taken some measures to consolidate its influence in the ethnic minority areas,de-escalate social contradictions there and realize its direct rule over the regions.In the end,however,the objects of the government failed,as its reform had been interrupted by the October Revolution in 1917.%20世纪初，俄罗斯帝国波罗的海边区，日耳曼贵族利用特权把持地方统治，严重阻碍了俄罗斯国家的一体化进程及现代民族国家的构建。因此，俄罗斯帝国政府试图通过一系列改革措施，整合边疆民族地区，加强政府在波罗的海地区的影响，缓和边区社会矛盾，实现帝国政府对边疆地区的直接统治。但最终，帝国政府的目标没有实现，革命终止了改革的进程。
