Ras Laffan, Qatar-Shokri Ghanem, who resigned as chairman of Libya's state-owned National Oil Company (NOC) early last month, appears to have been reappointed, with the official NOC web site again referring to him by that title. NOC, in two separate postings, said Ghanem had toured NOC's new headquarters on October 27 and, a day earlier, met the head of Polish oil and gas company PGNiG to discuss the company's operations in Libya.
