Moscow-The future of Moscow's only refinery is once again the subject of speculation in the Russian capital amid reports the Moscow city government is close to ceding control of the 200,000 b/d facility to Gazprom's oil subsidiary, Gazprom Neft. The refinery has a complex ownership structure and existing shareholders Gazprom Neft and the UK's Sibir Energy are both said keen to increase control.
