Caracas-Venezuela plans to build an 800,000 b/d heavy crude upgrading complex in the Orinoco belt to process crude from new fields state oil company PDVSA is studying in the area. Pedro Leon, Orinoco belt project manager for PDVSA, said November 13 Venezuela was in the "basic engineering phase" with Canadian construction company SNC-Lavalin to determine where the complex will be located.
