As Libyan opposition forces gear up for their final bid to end Muammar Qaddafi’s 42-year reign, the opposition Transitional National Council (TNC) is already making moves to crank up oil production and open talks in earnest with the international oil companies that fled the country back in February (OD Aug.24’11). But the firms are taking no chances, with the head of Italy’s Eni, Paolo Scaroni, warning on Wednesday that the transition to a new government could be “delicate and complicated.”
