Libyan leader Muammar Qaddafi arrived on his first visit to Italy this week with his usual flair, complete with tent and female bodyguards. For Qaddafi, the road to Rome was eased by the $5 billion friendship treaty agreed last year under which Italian companies, funded by a tax on Italy's Eni, are to invest $250 million annually over 20 years in Libyan infrastructure (IOD Sep.3,p9).
