A group of legislators are seeking to exempt freight, including coal, that moves through the nation's ports from a federal tax that adds 0.125pc of a cargo's declared value to the cost of shipping. The Harbor Maintenance Tax (HMT) is a fee imposed on domestic shipments based on the value of the goods being shipped through ports. The tax, also levied on passenger tickets, adds hundreds of dollars to the cost of a single vessel of high-value coal moving coastwise in the US or onto the Great Lakes.
