Consumer advocate questions barge rates

Drought conditions on the Ohio River last summer are being blamed for an increase in Indiana Michigan Power's barge rates for coal in 2013, much to the chagrin of Indiana's utility consumer advocate. The state Office of Utility Consumer Counselor, in a new filing with the Indiana Utility Regulatory Commission, questioned the higher rates in I&M's latest fuel-adjustment charge case.
