In the early 1980s, asbestos was seen very differently from how it is now. it could still be legally imported and the regulations were based on the principle that blue asbestos posed a greater danger than any other type. Twenty eight days' notice was required for work with blue asbestos, but not for white or brown, which sent out a clear message that these other forms were not as dangerous.
