The review, conducted annually, reveals that the average fine for a health and safety offence prosecuted by the HSE in 2007/08 was just under 8000 pounds. "Deterrent, what deterrent?" asks report author Howard Fidderman. We asked the HSP community whether they thought more needs to be done to encourage judges and magistrates to make the penalty fit the crime, and the overwhelming majority agreed.
