DAME CAROL Black's review of the health of the working age population has won a cautious welcome from employers' bodies, medical organisations and unions. The government-commissioned report includes some bold proposals for speeding sick employees' return to work, making occupational health (OH) provision part of national health provision and replacing sicknotes with electronic fitnotes allowing GPs to prescribe what work activities their patients could cope with. But what Black described as a "high level" review offers little guidance on how its recommendations should be implemented. The national director for work and health's six-month review of the health of the working-age population involved a research review and taking evidence from interested bodies. She estimates that sickness absence and incapacity costs the UK economy ?100 billion a year. Her suggested remedies, published on 17 March, involve better health promotion in the workplace, early intervention to get ill workers back to health and improving the health of unemployed people.
