HEALTH AND SAFETY ENFORCEMENT is a postcode lottery with sharp inconsistencies between different local authorities, a new report claims. The Centre for Corporate Accountability compared numbers of inspections and investigations, enforcement notices and inspectors in over 300 local authorities, using data from 1999/2000, the most recent available. Two of the worst performers it identified were Rossendale District Council, which reported no visits of any kind to its 1540 registered premises, and Lambeth which reported no inspections of its 7680 premises. Kennet District Council, in contrast, which has 1226 premises, undertook 1515 visits, and Mansfield District Council, with 1640, made 1109 inspections. Solihull Metropolitan Borough Council undertook 422 visits and imposed 65 Enforcement notices -- 1 for every 8 visits. Ashford, however, imposed only 1 notice, despite making 1116 visits.
