Fuel shortages arising from reduced oil production, refining capacity, and fuel deliveries—all effects of Libya's nearly three-month-long civil conflict—have served to strand large numbers of Libyan citizens at their vehicles for days at a time, until fuel trucks can reach the queues of stalled cars. At present, Libya's only working refinery still under government control—the 120K-b/d facility, at Zawiya—is operating at just 60% of its nameplate capacity. The 220K-b/d Ras Lanuf and 8K-b/d Marsah El Brega refineries are not operating, while the 20K-b/d Tobruk plant is under rebel control. The status of the 10K-b/d Sarir refinery is not known.
