THE EU IS CONSIDERING ratcheting up its sanctions on the government of Libya as fighting rages on between rebels and supporters of Libyan leader Muammar Gaddafi, according to Western diplomatic sources. In addition to other sanctions, the bloc reportedly is seeking to blacklist six Libyan ports—Al-Khoms, Brega, Ras Lanuf, Tripoli, Zawiyah, and Zuara—with the aim of further restricting oil exports and fuel imports. Libya's crude oil exports have dwindled since war took its toll on production rates, and fuel imports have become difficult as international firms have largely halted business dealings with Libyan companies in order to comply with Western sanctions.
