The absence of a comprehensive federal climate policy, particularly a price on carbon, is the primary hurdle to large-scale deployment of carbon-capture-and-storage (CCS) technologies in the US, according to a federal inter-agency task force. The task force was established by President Barack Obama, who supports a carbon-cap-and-trade (CCT) scheme, and was co-chaired by the head of the Dept. of Energy. The task force's report did not distinguish between CCT and a carbon tax, simply noting that a pricing mechanism was necessary. Also key to a significant rollout of CCS are loan guarantees and tax credits for businesses.
