Earlier this year, Russia's political machine stormed through Central and Eastern Europe, rolling out intergovernmental agreements with transit nations for the proposed South Stream pipeline through south-central Europe and surrounding the project with an air of invincibility (WGI Feb.27,p4). Since then, plans appear to have come crashing back to earth, as several of those agreements have begun to wobble. Also, Gazprom insiders point to a potentially prohibitive issue that remains unresolved A pipeline running under the Black Sea from Russia to Bulgaria would have to pass through the exclusive economic zone (EEZ) of either Ukraine or Turkey, both of which oppose the line.
