Algeria is moving swiftly to persuade international investors that security at its oil and gas installations is watertight after at least 37 foreign hostages and one Algerian worker died during a four-day siege at the remote In Amenas gas plant near the Libyan border in the southeast. The hostage crisis, which began on Jan. 16 when gunmen with Al-Qaeda links attacked the BP-operated plant, adds to the problems already facing producers in Algeria, and has triggered fears of greater instability across the region, which is plagued by roving bands of Islamist militants and no exit strategy for the French mission fighting Islamist rebels in neighboring Mali.
