Personal-care products and ingredients are not among the first three priority product-chemical combinations targeted for alternatives analysis and possible reformulation under California's Safer Consumer Products Regulations. For now, cosmetics manufacturers can breathe a sigh of relief, but toluene, formaldehyde, lead and dibutyl phthal-ate are candidates included on the state's master list of more than 1,100 chemicals of concern and could be in the crosshairs when the state's Department of Toxic Substances Control presents its three-year work plan and next round of targeted ingredients and products in October.
