An early priority was to agree toa carcass disposal hierarchy between all key stakeholders. This took account of the need to protect public health, safeguard the environment and to ensure FMD disease control was not compromised. The cost of disposal was also a material but much less important factor. All groups agreed that rendering and fixed plant incineration were preferred methods of disposal but it was clear from the very outset that these resources were not immediately available and exen when exploited to their fullest could only partially meet the need for disposal.
