Analysis on the Demand Trend of Taiwanese Marine Officers

The International Maritime Organization (IMO) of United Nations widely amended the Standards of Training, Certification and Watchkeeping for Seafarers (STCW-95) in the International Convention of 1995, The amendment came into full force on 1 August 2002. This study, based on the statistics from United Nations Conference on Trade and Development (UNCTAD. 2004), applied the GM(l.l) model of Grey Theory to compare the analysis of regression and time series forecast to understand the trend change in the demand of marine officers in Taiwan following the execution of STCW-95 International Convention. This paper provides helpful information on recruiting marine officers, training for shipping companies and references in establishing the manpower policy of marine officers post STCW-95 pertaining to government agencies.
