At the end of 2008, the business lobby was gearing up for a showdown with organized labor over legislation that could dramatically alter the union organizing process and make it easier for employees to organize within their workplaces. At issue is the Employee Free Choice Act (EFCA), which eliminates a secret-ballot election and mandates that a union is certified when a majority of a company's workers have signed authorization cards designating a particular union to represent them.
