SENATE REJECTS BIDS TO LIMIT EPA'S GHG AUTHORITY

U.S. lawmakers have rejected an amendment by Senate Minority Leader Mitch McConnell (R., KY) that would permanently prevent EPA from regulating greenhouse (GHG) emissions under the Clean Air Act. The 50-50 vote was 10 shy of the 60 needed to pass. Four Democrats—Senators Mary Landrieu (LA), Joe Manchin (WV), Ben Nelson (NE), and Mark Pryor (AK)—joined Republicans in voting to restrict EPA's GHG authority. One Republican, Senator Susan Collins (ME), joined the majority of Democrats in voting against the amend- ment. Other amendments—including one by Senator Jay Rockefeller (R., WV) to postpone EPA's regulations for two years; another by Senator Max Baucus (D., MT) to codify EPA's tailoring rule.
