Preliminary CVD duties set in Canadian SC trade case criticized in US and Canada; swift review demanded

US imports of supercalendered (SC) paper from Canada are unfairly subsidized, the US Dept of Commerce (DOC) ruled in its preliminary determination of the trade investigation into Canadian papermakers Port Hawkesbury Paper and Resolute Forest Products. The DOC set countervailing duties (CVD) of 20.33% on Port Hawkesbury Paper and 2.04% on Resolute Forest Products. It also set a rate of 11.19% - the average of the levels assigned to Port Hawkesbury and Resolute — on "all other producers/exporters in Canada," which includes Catalyst Paper and Irving Paper.
