The NNI Investment Strategy:The President's Committee of Advisors on Science and Technology (PCAST) strongly endorsed the establishment of the NNI,beginning in Fiscal Year 2001,saying that "now is the time to act." The PCAST noted the NNI as having "an excellent multi-agency framework to ensure U.S.leadership in this emerging field that will be essential for economic and national security leadership in the first half of the next century."
