The structure of British retail is characterised by the phenomenon that a few weakly internationalised, large retail enterprises operating predominantly within the format of superstores control the market. Planning laws govern these structural changes in the local context. Whereas a laisser-faire policy was favoured in Britain for many years in the past, a more restrictive attitude towards the issuance of retail permits can now be perceived. The article focuses on local governance of the changing retail landscape in London, the most important city in the UK. The re-introduction of an all-London authority has provided regulators the opportunity to reappraise the relative weight of business logics and the requirements or concepts of planners.
