The Digital Millennium Copyright Act (DMCA) has, in many ways, enabled the Internet to thrive as a platform for modern information exchange, but sites hosting user-generated content may need to explore ways of satisfying concerns of rights owners that do not involve no-holds-barred content removal if creativity onrnthe Web is to continue growing, YouTube's chief counsel suggested April 11 at the annual American Bar Association Intellectual Property Law Conference in Arlington, Virginia.rnZahavah Levine, Chief Counsel at YouTube LLC, drew a distinction between the way the law protects rights owners and the way the Internet enables various uses of owned content. The two do not always run parallel, she said, and enforcing copyrights may not actually evoke the law's intended benefits in every instance.
