Lawmakers questioned late last month the Transportation Security Administration's plans for implementing a legal mandate to conduct 100 percent cargo screening on passenger aircrafts. Under the 9/11 Act, the TSA is required to begin screening 50 percent of air cargo by February 2009 and 100 percent by August 2010. The law does not specify, though, whether such screening should be conducted on cargo carried on foreign carriers that arrive in the United States from foreign airports. While the TSA plans to only implement the mandate within the United States, Reps. Ed Markey (D-Mass) and Sheila Jackson Lee (D-Texas) said in a letter to the agency late last month that the mandate also applies to inbound cargo from foreign airports.
