EPA Financial Advisors Weigh SRF Backing For Green Infrastructure Bonds

EPA's Environmental Financial Advisory Board (EFAB) is preparing a proposal that would urge EPA to craft new rules for states to leverage state revolving fund (SRF) money to help guarantee borrowing for green-infrastructure projects, a move that could provide a new avenue of financing for the methods as EPA continues to promote their use. "Coupling SRF resources with [green infrastructure] funding would add another cost saving dimension to the strategy articulated by the US EPA" in its partnership agreement with the city of Philadelphia to support adoption of green infrastructure there, says a draft of EFAB's upcoming Green Infrastructure Finance Project report, distributed at a May 15-16 board meeting in Arlington, VA, and targeted for release this summer.
