State infrastructure officials are welcoming EPA's plan to craft additional guidance on methods for funding green infrastructure through the clean water state revolving fund (CWSRF) as a signal that the agency will not seek to impose new binding requirements on states' use of the funds, which states have warned would be counterproductive. "States have instituted a lot of green infrastructure projects over the years and are pretty familiar with how it works, and have gotten a sense of what works and what doesn't. There is a sense that it would not be useful for EPA to set out national mandates for how to fund these projects, because every state is different," says a source at the Council of Infrastructure Financing Authorities (CIFA), which represents states' revolving fund managers.
