Improving the U.S. Nuclear Regulatory Commission's Decommissioning Program

U.S. Nuclear Regulatory Commission (NRC) staff experience with the 10 CFR 20 Subpart E -Radiological Criteria for License Termination (the License Termination Rule or LTR) revealed some important implementation issues that impact the decommissioning of nuclear reactor and materials sites. The Commission directed the staff, in June 2002, to conduct an analysis of LTR issues, with particular emphasis on resolving the restricted release and institutional control issues. This paper describes the staff's evaluations of the issues impacting the implementation of the LTR, summarizes that evaluations the staff performed of the NRC's management of the Decommissioning Program, and describes the specific improvements completed in FY 2004 and planned for FY 2005-2007.
