The Welsh Assembly Government's plan to put a 5-15p charge on single-use carrier bags is "disproportionate... draconian" and "at best will achieve negligible... environmental benefits", according to the British Retail Consortium (BRC).rnWAG announced the plan in June, arguing that action by retailers to cut bag use by 50% from 2006 levels did not go far enough (ENDS Reportrn414, pp 49-50). Consultation closed in September. The BRC's response says that a charge would achieve few environmental improvements beyond what retailers have already achieved.
