A PUC hearing officer recommended against granting AT&T's request for deregulation of its asset and real estate sales and leases. AT&T late last year asked for the commission to end review of its asset transfers, calling it burdensome and unnecessary in a competitive environment and a drag on its ability to respond to market conditions. Opponents of the request urged the PUC to open a general rulemaking on asset transfers by all incumbent telecom carriers.
